The Winneshiek County Board of Supervisors passed a resolution Monday morning establishing an 18-month moratorium on the issuance of conditional-use permits for frac-sand mining in the county.

The action came following a public hearing and recommendation by the Winneshiek County Planning and Zoning Commission last month to enact the moratorium.

Language in the moratorium reserves the right for the Supervisors to either end the moratorium or extend it at any time.
