Former Decorah man arrested for extortion

A former Decorah man who was arrested for third-degree sexual abuse and impersonating an officer in Winneshiek County in 2005 has been charged with extortion.
The Waterloo Cedar Falls Courier is reporting Bradley Richard Williams, 28, was taken into custody by Waterloo Police Tuesday.
Williams, who now lives in La Porte City, represented himself as a modeling agent on Facebook and allegedly threatened to post sex videos online unless he received cash and sexual favors, the Courier reported. He actually is a college student. His bond has been set at $50,000.
The Courier reported Waterloo Police Captain Tim Pillack said Williams secretly took videos of himself having sex with a 19-year-old Bettendorf woman last fall and then threatened to post them online if she didn't agree to give him cash and have more sex with him.
The Courier article stated: "According to court records, Williams contacted the Bettendorf woman through Facebook in late September or early October claiming to be a modeling agent named Lucas Phillips. He offered to take photographs of her, and they agreed to meet in Cedar Rapids.
"While there, Williams requested sex and took nude photos of the woman, Pillack said."
Pillack told the Courier the woman agreed to the photos but didn't realize he filmed them having sex.
"Sometime later, Williams contacted the woman again and said he would put the pictures and the video on the Internet if she didn't pay him $150 and have sex with him again, court records state.
"They met in Waterloo on Dec. 23, and she paid him and had sex with him to keep the videos and photos off the Internet, court records state.
"Investigators confirmed details of the woman's account through hotel records. She also picked Williams out from a photo lineup, records state," the Courier article continued.
Williams used a University of Northern Iowa student's photo on the Lucas Phillips profile on Facebook.
The 2005 charges in Winneshiek County were filed after Williams dressed in a police-type uniform including a duty belt in August of that year. He claimed to be an officer and took a person "out patrolling" the county with him. He then parked his car on 240th Avenue near 123rd Street and had sex with a 15 year old.
Williams received probation after pleading guilty. Because Williams was only 19 at the time, and the sex was consensual, his listing on the state's sex offender registry wouldn't have been available to the public under Iowa law, the Courier reported.
Law enforcement officials are asking possible victims of Williams or a person claiming to be "Lucas Phillips" to contact Waterloo Police at 319-291-4340 or their local authorities. Williams' picture has not been released due to the ongoing investigation.
